Distributed Governance
Our unique governance model puts communities at the center of every decision. When people lead their own development, lasting change happens.
Our Governance Model
Unlike traditional top-down approaches where NGOs or governments decide what communities need, distributed governance places decision-making power directly in community hands.
Community Assemblies
Regular community assemblies bring together village members to discuss needs, priorities, and proposed solutions. Everyone has a voice, and decisions are made through consensus.
Local Committees
Each project has a dedicated committee of community members who oversee implementation, manage finances, and ensure accountability. Committee members are elected by their neighbors.
Transparent Budgets
All project budgets are publicly shared with community members. Anyone can ask questions about how funds are being used, and committees regularly report back to the community.
Facilitation, Not Direction
AnduBer provides technical expertise, training, funding coordination, and administrative support—but we don't make decisions for communities. We're facilitators, not directors.
From Consultation to Community Ownership
Our governance process ensures that communities aren't just participants—they're leaders.
Community Consultation
We begin with extensive community consultations to understand local needs, existing resources, and community priorities. This process takes months, not days.
Committee Formation
Community members elect a project committee to represent their interests. These committees include diverse voices—women, youth, elders, and different community groups.
Collaborative Planning
The committee works with AnduBer staff to develop project plans, budgets, and timelines. Community knowledge shapes every aspect of the project design.
Implementation & Oversight
The community committee oversees project implementation, makes key decisions, and ensures resources are used appropriately. AnduBer provides support and expertise.
Monitoring & Accountability
Regular community meetings review progress, address challenges, and ensure transparency. Financial reports are shared publicly, and community members can ask questions.
Handover & Sustainability
Projects are designed for community ownership from day one. By completion, communities have the skills, structures, and resources to maintain initiatives independently.
The Impact of Community Leadership
Research and our own experience show that community-led development produces better outcomes across every measure.
Higher Success Rates
Community-led projects have significantly higher completion and success rates compared to top-down approaches.
Greater Satisfaction
Community members report higher satisfaction when they're involved in decision-making from the start.
Better Maintenance
Projects with community ownership are three times more likely to be properly maintained over time.
Long-term Sustainability
The majority of our projects continue operating successfully five years after AnduBer's direct involvement ends.
